RDPU Evaluates PTSL and LSD Implementation

 

APEKSI attended a Public Hearing (RDPU) with Commission II of the Indonesian House of Representatives (DPR RI) on May 25, 2026, to discuss two crucial regional agrarian issues in Senayan, Jakarta. The main agenda of the meeting focused on evaluating the slow certification process for the Complete Systematic Land Registration Program (PTSL) and the overlapping land claims resulting from the Protected Rice Fields (LSD) policy under Presidential Regulation No. 4 of 2026.

 

During the meeting, legislators and associations urged the acceleration of land certificate issuance, the eradication of illegal levies (pungli), and the synchronization of more adaptive spatial planning so that the designation of protected rice field areas does not conflict with urban development plans.

 

Representatives from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Directorate General of Land Rights Determination and Registration, and Directorate General of Land Control and Regulation) and the Ministry of Home Affairs (Directorate General of Regional Autonomy and Directorate General of Village Development) were also present. In addition to APEKSI, regional government associations such as APKASI and APDESI also monitored the discussion to align central regulations with realities on the ground.
