Facilitating RPJMD Dialogue

 

 

Based on Minister of Home Affairs Decree No. 2 of 2025 concerning Guidelines for the Preparation of the 2025-2029 Regional Medium-Term Development Plan (RPJMD) and the Regional Apparatus Strategic Plan (Renstra) for Regional Devices, the RPJMD must be completed within six months of the inauguration of the elected regional head. If the regional government fails to enact a regulation on the RPJMD within this timeframe, the Regional Representative Council (KD) and the Regional People’s Representative Council (DPRD) may be subject to administrative sanctions in the form of non-payment of their financial rights for three months.

 

Regarding this matter, APEKSI facilitated a direct dialogue between the Director of Regional Development Planning, Evaluation, and Information, Directorate General of Regional Development, Ministry of Home Affairs, and several regional governments (cities) that may experience delays.

 

During the discussion (22 August), it was revealed that the Directorate General of Regional Development, Legal Bureau, is currently formulating a relaxation concept and is in the process of discussing it with the Corruption Eradication Commission (KPK)’s Kopsurgah (Regional Leadership Coordination Agency). The formulation of this concept includes: (i) A deadline of the end of August, (ii) For regions undergoing a repeat election, the RPJMD will be calculated within six months of the inauguration of the Regional Head.
