Local Revenue (PAD)

 

Local Generated Revenue (PAD) is a source of income obtained directly by local governments from the potential within their own regions—not from the central government. PAD reflects the level of fiscal independence of a region and serves as the backbone of regional autonomy financing and the primary foundation for achieving regional fiscal independence. The higher the PAD’s contribution to total regional revenue, the greater the region’s ability to finance development without relying on transfers from the central government.

 

APEKSI is committed to encouraging knowledge exchange among city governments in Indonesia, particularly on strategies to increase Regional Original Revenue (PAD). Through studies, APEKSI documents effective strategies, innovations, and leading policies in the field, in order to develop Good Practices.

Our Cities Fiscal Discussion

 

APEKSI has a Best Practice Documentation Program for Indonesian Cities, established since 2003. This program highlights innovations and good practices of city governments in various regional development programs. This year’s APEKSI Best Practice Book is themed “Lessons Learned, Challenges, and Good Practices in Locally-Owned Revenue Management.” In the era of regional autonomy, fiscal independence is a crucial indicator for city governments in measuring their ability to finance development without over-reliance on central transfers. Optimizing Local Revenue (PAD), fiscal policy innovation, and strengthening the role of Regionally-Owned Enterprises (BUMD) and Regionally-Owned Enterprises (BLUD) are strategic agendas. Therefore, an interactive discussion forum is needed through a panel discussion featuring stakeholders, academics, and practitioners to share experiences, strategies, and best practices. This event will also serve as a momentum for the launch of the PAD Book as a learning resource for local governments.

 

In this regard, APEKSI is holding the “Our City Fiscal Discussion: Lessons, Challenges, and Good Practices in Locally-Generated Revenue Management” on Wednesday-Friday, 5-7 November 2025.
