
APEKSI, together with WWF-Indonesia, ICLEI Indonesia, CDP, and GCoM, launched the One Planet City Challenge (OPCC) 2025–2026 on July 23–25, 2025, in Serpong. It was attended by more than 100 participants from 48 cities/regencies. The opening ceremony was held by the Deputy Minister of Home Affairs, Bima Arya, emphasizing the importance of integrating greenhouse gas emission reduction targets into regional planning documents, such as the RPJMD (Regional Medium-Term Development Plan), to realize global climate commitments at the local level. This launch marked the beginning of a two-year mentoring program to strengthen the capacity of cities/regencies in climate action, with a focus on disclosing climate data and profiles through the CDP–ICLEI Track platform.
OPCC 2025–2026 not only assists cities in GHG inventory and target development, but also focuses support on strengthening regional readiness to access non-APBN financing. This program provides a platform for local governments to showcase flagship projects that contribute to emissions reductions, in order to attract investors and donors. Aditya Bayunanda from WWF-Indonesia explained that cities play a strategic role in reducing 70% of global emissions, and the OPCC is expected to help cities develop GHG-based mitigation plans aligned with the 1.5-degree target, as well as open access to funding.
On the third day, OPCC participants participated in a climate finance workshop that discussed various alternative funding schemes outside the regional and national budgets (APBD/APBN), such as grants and loans. Some participants also visited the TPS3R Joe, a plastic waste management facility under the Plastic Smart Cities program, as an example of good practices that other cities and regencies can replicate to reduce emissions from the waste sector. The OPCC, which has engaged more than 900 cities in 70 countries since 2011 and has been operating in Indonesia since 2015, promotes systematic, participatory, and evidence-based local climate transformation, while expanding its global network and transparency.
