The Low Carbon Development (PRK) and Climate Resilient Policy is one of the strategies included in the 2020-2024 National Medium Term Development Plan (RPJMN). In addition, the Indonesian Government is also committed to implementing the Sustainable Development Goals (SDGs) which target the implementation of low carbon policies at the city level, such as target 11.6 “Reducing adverse urban environmental impacts per capita, including by paying special attention to air quality and waste handling cities”, as well as target 13 “Taking Rapid Action to Address Climate Change and Its Impacts”.
Efforts to accelerate the development of low-carbon and climate-resilient policies are needed by considering the sustainability of actions that have been planned and are currently being implemented. This acceleration can be achieved, among other things, by paying deeper attention to the development of Physical and Governance aspects in a sustainable and balanced manner. Infrastructure development should be balanced with improved governance, including institutional and regulatory arrangements, capacity and stakeholder involvement, and supported by sustainable financing and financing. Preparing appropriate policies is of course key, namely that they are prepared taking into account the needs and characteristics of each city. This strengthening is needed especially on priority urban issues, including the waste management and urban mobility/transportation sectors.
The German Government supports the Indonesian Government in developing and implementing climate change policies, through a number of collaborative projects implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, including: Emissions Reduction in Cities through Improved Waste Management (ERiC DKTI); Urban Act; C40 Financing Facility (CFF); Implementation of the Sustainable Urban Transport Program Indonesia (SUTRI NAMA); and Reduce, Reuse, Recycle to Protect Marine Environment and Coral Reefs (3RproMar). This series of collaborative activities not only targets policy development at the central level, but also strengthens capacity at the regional level.
